He HAS

I want My People to know they are Loved --- not necessarily by a friend or family member or whomever. 

I want them to know they are Loved and Cared for by Me.

Just simply tell them that.  God Loves you.  It seems like such a simple sentence and that they might not get the fullness of it, yet it is the only message they need to hear.  All others fall far short for their eternal soul.

It does not matter if they believe in God or not.  The Power in the words “God Loves you” is sufficient to fill their soul.

You are not telling them that you have the power to love them, but that you believe, know that He has. 

He is doing it.  He is freely doing it.
